Those who advise avoiding tights with Lycra probably did not pay attention to the information about the composition, which is necessarily included in the packaging. If you do not take into account vintage stockings made of 100% nylon, then the composition necessarily contains elastane. It could be spandex or lycra. But knitwear with lycra does not have to shine. The shine is given either by metallized threads - lurex, or the shine comes from the polyamide (nylon) itself.

Polyamide threads reflect light, that is, they shine if they are triangular in cross-section. Regular round thread does not reflect light and does not shine. Therefore, to give the tights that same shine from the 90s, they were knitted from polyamide threads with a triangular cross-section. But lycra has nothing to do with shine and never has had anything to do with it.

In a business dress code, tights should be without shine. The Duchess of Cambridge sometimes wears tights with a slight sheen, but chooses the thinnest ones and pairs them with matching shoes.
